How can someone be a socialist and an anarchist at the same time? I thought anarchists didn’t want government, and socialists want all necessities to be paid for by taxes, so you’d need a government to collect taxes.

Socialists don’t believe in having a state, so no, taxes really wouldn’t have anything to with it. If it’s quasi socialist, like half socialist and half capitalist, then taxes like that might be a thing.

It can be used by a government, but I don’t believe it should be in full socialism. It needs to be a collective, like the definition says. There have been “socialist” states that were dictatorships. As an anarchist, I’d like to stay away from that. Also, it only mentions that it can be used by a government, not that it needs to be.
